History
  • Lycoming County EMS Council established a Rescue Committee 1987. It was to review Rescue Service needs and determine ways to meet those needs.
  • Fire Advisory Board formed and a first ever “combined” committee was formed between FAB and EMS Council to deal with Rescue topics. Key responsibilities were to prevent duplication of service and develop a standard for local rescue response.

Accomplishments
  • Operational guideline development for Mass Casualty Incidents, Water, Confined Space, & Trench Rescue.
  • Mass Casualty Box Cards created.
  • Carbon Monoxide Response SOG.
  • County Field Users manual.
  • Foam Task Force.
  • Decon Task Force.
  • Task Force 80.
  • SOG development for White Powder Incidents for County Departments.

Technical Rescue
  • Long term goal was to assist in the development, training, and equipping of a Regional Technical Rescue Team.
  • Committee determined Confined Space, Trench, and Structural Collapse were events that we were unprepared for.

Decon Task Force
  • Created to respond to chemical incidents in the region to provide contamination reduction at the scene of Hazardous Materials Incidents.
  • Williamsport Bureau of Fire provided use of trailer to transport equipment.
  • Lycoming County Department of Public Safety obtained funds from State grant programs and other sources to purchase equipment.
  • Man power is provided by various stations through out the county that have obtained required training.
  • Marlys Litchfield serves as Captain 81 the Team Leader for the Decon Task Force.
  • We currently have $38,000.00 of equipment / supplies to support Decon activities.

Decon Task Force Response
  • Decon Trailer housed at Station 11.
  • Squad 14(Hour Cylinder SCBA)
  • Special Unit 8 and Special Response Trailer 8.(Operations Support)
  • Manpower from the various stations.
  • Currently dispatched via the all call tone soon to be dispatched via the Task Force 80 tone
  • Weapons of Mass Destruction grants will bring in additional equipment soon.

Decon Task Force Future
  • Responders interested in participating should contact Marlys Litchfield or Kline DeWire for an application.
  • Working with surrounding County EMA Haz-Mat Response groups.
  • Training and drills as needed.
  • Purchase of state of the art equipment to provide service.

Task Force 80
  • Technical rescue team for regional response to Confined Space, Trench, Structural collapse and other complicated Rescue events.
  • Designed to create a rapid response to an incident with specially trained Responders and Equipment to perform such Rescues.
  • Currently dispatched via the All call Tone soon will be dispatched via its own tone.
  • Radio designation of Captain 80 is Irv Gleason as Team Leader.

  • Special Unit 8 and Special Response Trailer 8.
  • Rescue 13
  • Squad 14 and Rescue 14.

  • Tower 1 if needed.
  • Current investment by these departments is approximately $175,000.00 for the specialized equipment.
  • Additional items are still needed.
  • PA USAR TASK FORCE 1 deploys with $1,000,000 worth of equipment.

Task Force 80 Manpower
  • Made up of those individuals that have obtained the minimum amount of required training to participate and are willing to drill in the future.
  • Stations: 1,6,8,11,13,14,15,18,19,20,23,24,30.
  • Lycoming County Government primarily Resource Management Services and Department of Public Safety.
  • Susquehanna Health System-Dr. Frailey and ALS support.

Task Force 80 manpower
  • 54 members trained to perform as Rescue Technicians.
  • Rescue Technicians have completed the following programs:
  • Essentials / Firefighter I Cert. / CPR
  • SCBA course in addition to above.
  • Basic Rescue Practices or ROPE I,II
  • Confined Space, Trench, & Structural Collapse Classes.
  • Hazardous Materials Operations level.
  • Weapons of Mass Destruction PREFERRED.
  • Most are Crossed trained Fire-Rescue-EMS.

Task Force 80 Future
  • Everyone that has qualifications is invited to join. Must be authorized to do so by your agency. (Workers Compensation coverage)
  • Must be willing to drill.
  • Additional training will be required: ICS for those that wish to function as Team Leaders, Building Construction, Weapons of Mass Destruction.
  • Additional Programs as they are discovered and developed.

County Wide to Regional
  • When the Task Force concept was created it was envisioned as a County wide response organization.
  • With the planning and preparing for various terrorism events the Task Force is being shaped to perform as a regional Response Team in order to meet the needs of the North Central Regional Counter Terrorism Task Force.
  • This will allow us to obtain grant money in the future to help defray the cost of operating the Task Force.

Training /Certification
  • Currently there is no “Standard” other than NFPA Rescue Standards.
  • FEMA Urban Search & Rescue Response System Training & Operational Guidelines are being used to shape our team’s operations.
  • As state develops Certification process we envision all members obtaining their individual certification.
  • Willingness to drill is necessary for all members. Only showing up for incidents will not allow team to function properly.

Task Force 80 Future Goals
  • Increase number of trained Rescue Technicians.
  • Develop Support agencies for Team- Rigging, Structural Engineering, Heavy Equipment support. Hazardous Materials Technicians.
  • Increase out of County membership to provide true Regional Response.
  • Obtain grants for Specialty Equipment and Training as needs are identified.
